Chinatown buildings are usually doing two jobs at once: commercial at street level and residential above. That mix creates HVAC problems you do not get in a purely residential block, and the street access makes every delivery a scheduling exercise.

Mixed-use over tenement bones
The residential stock is broadly the same era as the Lower East Side and East Village: pre-war tenements, walk-ups, narrow lots, limited electrical service. What sets Chinatown apart is how much of it carries active commercial space underneath, much of it restaurants.
A restaurant on the ground floor changes the building's mechanical picture entirely. Kitchen exhaust, makeup air, and grease-laden ductwork all compete for the same shafts, rear yards, and roof space that residential cooling equipment needs. Roof space in particular is usually already spoken for.
Street access is its own constraint. Narrow streets, dense loading, and heavy pedestrian traffic mean a freight delivery is not something you schedule casually.
The problem we get called about
Competition for space. The obvious place to put a condenser is often already occupied by kitchen exhaust equipment or an existing commercial unit. That pushes residential cooling back toward through-wall, which brings you straight back to the sleeve-size problem the rest of the city has.
For the commercial side, it is usually packaged equipment and the constraint is structural and access rather than availability.
